Rather than developing as a true empire, the Mathara Confederacy (India) managed to find a way to maintain the sovereignty of the the component principalities while still maintaining a strong mutual-defense treaties. Over time they were so successful on working together to fight off the British, that many southeast countries petitioned to join the confederacy and gain their protection against both European and traditional east Asian imperial powers.
