Marshal N means for one TARGET PLAYER to move exactly N Cards from their HQ (the Origin Zone) to their Field (the Destination Zone). Refer to Zones.

The Effect Syntax is:

PLAYER Marshal N, AI Select Cards, They Select Spot 

"Marshal" by itself means:

YOU Marshal 1, AI Select Cards, You Select Spot 

Cards are moved from the Top of the HQ.

Cards are moved one at a time from the HQ zone to the Field zone, until N cards have been moved. Only Unit Cards may be selected and Spots must be Vacant to receive each Unit. If at any time insufficient cards exist in the HQ zone, there are no Cards, or all Spots are Occupied, then this movement effect ends. A Movement Effect always Resolves, even if the HQ zone is Empty to begin with.

Before a Card moves from the HQ zone, Leave Zone Triggers happen. These effects may replace the Destination Zone.

After a Card moves into the Field zone, Enter Zone Triggers happen. These effects may further Move the card.
